Eligible sites must have a brownfield cleanup agreement with the Department of Environmental Conservation entered into before June 23, 2008, and a certificate of completion received by December 31, 2017. The tax credits apply to costs incurred before and during the tax year improvements are placed in service, up until the 2036 tax year.
