New York A03861 amends the vehicle and traffic law to increase the dollar value of abandoned vehicles that may be seized by local authorities from $1,250 to $3,000. If an abandoned vehicle has no number plates and is valued at $3,000 or less, ownership immediately vests in the local authority. The local authority is not required to obtain title if the vehicle will be sold as junk or salvage, dismantled, or destroyed. The changes take effect 180 days after the law is enacted.
