Establishes the "Sickle Cell Treatment Act" to designate sickle cell centers for excellence and outpatient treatment centers.

The "Sickle Cell Treatment Act" establishes five centers for sickle cell care excellence and ten outpatient treatment centers. These centers will provide specialized care, treatment, palliative care, education, and research for sickle cell disease. Each center for excellence will receive $500,000 annually for research, while outpatient centers will receive $250,000 for management and equipping. The centers will cooperate with major centers of higher learning and life science research institutes. The act takes effect immediately.
