The bill authorizes the New York state energy research and development authority to develop, implement, administer, and operate a temporary middle income home energy assistance program. It suspends certain taxes on home heating fuels and makes an appropriation therefor. The program will assist eligible middle income households to obtain home heating fuel. The bill defines "middle income" as households with an income of no more than 165 percent of the area median income or the average survival budget for the county, adjusted for household size.
