The bill establishes a wage data clearinghouse to evaluate the long-term effectiveness of workforce development and education programs in New York. The clearinghouse will use unemployment insurance data and other labor, education, and workforce development data to identify gaps and improve employment outcomes. It will be administered by an academic institution selected through a request for proposals process. The Department of Labor will submit evaluations of the program to the director of the budget and other officials every four years.
