New York A03297 amends the agriculture and markets law to include the use of a deadly weapon or dangerous instrument in the offense of aggravated cruelty to animals. Under the bill, a person commits aggravated cruelty to animals if they intentionally kill or cause serious physical injury to a companion animal with no justifiable purpose, or if they cause physical injury to a companion animal by means of a deadly weapon or dangerous instrument with intent to kill or cause serious physical injury. The bill takes effect immediately.
