Enacts the New York State Iran divestment act; provides for sanctions against the financial and energy sectors of Iran unless a duly executed treaty.

The New York State Iran divestment act prohibits New York state from investing in, or renewing contracts with, companies operating in Iran's energy and financial sectors unless a treaty is approved by two-thirds of the United States Senate. The act cites Iran's nuclear activities, development of unconventional weapons, support for terrorism, and human rights violations as reasons for the sanctions. The act also repeals certain provisions of the insurance law related to investments in foreign states sponsoring terrorism.
