New York A02662 amends the education law to grant priority to charter school applicants with a board of trustees and school administrators that are at least fifty-one percent minority group members. This change applies to any charter issued or reissued on and after July 1, 2025. The definition of minority group members is provided in article fifteen-A of the executive law. The act takes effect immediately.
