New York A02521 amends the election law to require states and political subdivisions to provide voting materials in both the language of the applicable minority group and English. This applies to states or political subdivisions with more than five percent voting-age citizens who are limited-English proficient or where over ten thousand voting-age citizens are limited-English proficient. Exceptions exist for political subdivisions with less than five percent limited-English proficient citizens unless they are independently covered.
