Establishes a reproductive health services training and education grant program for licensed providers and interns or residents.

The bill establishes a reproductive health services training and education grant program to train licensed providers and interns or residents in the performance of abortion and related reproductive health services. It also establishes the reproductive health training and education fund. The fund will consist of all moneys appropriated to it and will be used for the grant program. The commissioner of health will make grants for administration, faculty recruitment and development, start-up costs, and costs incurred teaching reproductive health care.
