The Parole Board Accountability Act mandates that incarcerated individuals released on parole via a non-unanimous vote be placed in a shelter, halfway house, or transitional residential facility in the community where one of the two board members who voted in favor of the release primarily resides. The commissioner determines which board member's community the releasee goes to by conducting a coin flip, which is made publicly available via live stream on the department's website.
