Enacts the "educational equity and choice act"; requires nonpublic schools to provide the same services that public schools currently provide to nonpublic schools. These services include textbooks, computer software, transportation, and health and welfare services. The commissioner of education will review and approve these services, and the state will bear the costs. The bill also repeals certain provisions of the education law relating to these services.
