The bill enacts the state and local government food waste prevention and diversion act. It requires facilities generating excess food waste to take measures to minimize such waste. The bill defines "excess food" and "organic waste" and mandates that covered food service establishments minimize their generation of excess food and organic waste. It also requires these establishments to reduce the need for disposal of generated waste by prioritizing feeding the food insecure, feeding animals, composting, and anaerobic digestion.
