The bill establishes a water and waste water treatment system capital fund for municipalities. The fund, jointly managed by the state comptroller and the commissioner of taxation and finance, will receive an appropriation of $200 million. Moneys in the fund will be used for the planning, design, acquisition, construction, and other improvements of water and waste water treatment systems. Funds will be available to municipalities through a grant program established by the comptroller, in consultation with the commissioner of taxation and finance.
