The bill enacts the "learning for work act" to establish the youth apprenticeship program and the enhanced regents professional diploma. The youth apprenticeship program combines academic coursework with on-the-job training in a specified occupational area. At least 80% of participants must receive an enhanced regents professional diploma upon completion, and at least 50% must be offered employment by the employer providing the on-the-job training. The enhanced regents professional diploma acknowledges the professional skills and specific occupational training students obtain.
