Todd's Law amends the penal law to increase the severity of sentencing for those convicted of petit larceny or grand larceny when the stolen property is necessary for the performance of daily living activities by an incompetent or physically disabled person or a vulnerable elderly person. The crime will be deemed one category higher than the specified offense, or one category higher than the offense level applicable to the defendant's conviction for an attempt or conspiracy to commit a specified offense, whichever is applicable. This act takes effect immediately.
