New York A02065 amends the penal law to establish that operating a model or unmanned aircraft over certain critical infrastructure facilities is a class E felony. Critical infrastructure facilities include electrical power generating facilities, petroleum or natural gas refineries, and aboveground oil, gas, or chemical pipelines. The law does not apply to the federal government, public bodies, law enforcement agencies, or those acting on their behalf. The act takes effect immediately.
