Amends the agriculture and markets law to eliminate the requirement that injury be serious with respect to aggravated cruelty to animals.

New York Assembly Bill A02019 amends the agriculture and markets law to redefine aggravated cruelty to animals. Under the new law, a person is guilty of aggravated cruelty to animals when they intentionally kill or cause physical injury to a companion animal without justifiable purpose. The bill removes the requirement that the injury must be serious. Aggravated cruelty is now defined as conduct intended to cause extreme physical pain or carried out in a depraved or sadistic manner. The amendment takes effect immediately.
