New York City schools must create more gifted and talented programs for students in elementary and intermediate grades.

The bill requires the New York City Department of Education to establish more gifted and talented programs and classes in school districts with four or more classes per grade for students in elementary kindergarten through fifth grade and intermediate sixth through eighth grade. Entry into these programs will be based on academic merit rather than an admissions examination. Students currently enrolled in a gifted and talented program in elementary grades kindergarten through fifth grade will receive automatic admission to such a program in intermediate sixth through eighth grade.
