The bill mandates the commissioner of housing and community renewal to create and maintain a public database of vacant residential housing units in multiple dwellings containing six or more units. Owners of such multiple dwellings must register vacant units with this database. The bill also establishes an affordable housing development program, which provides rental subsidies for individuals aged 62 or older and households with a combined income of $50,000 or less, and acquires and rehabilitates multi-unit buildings for affordable housing.
