This bill amends the public health law to update payment rates for free-standing residential health care facilities with less than 300 beds. The rates will be adjusted to reflect the most current mean price each time the cost basis of residential health care facility rates is updated. These rates will also include costs for interest and depreciation related to construction, and will ensure efficient service provision to patients. The commissioner is required to establish these rates and promulgate regulations for reimbursement of preadmission assessments conducted by assisted living programs.
