The bill amends the education law to create a novel virus essential workers scholarship program. It awards annual scholarships to essential employees who worked during the COVID-19 outbreak or another novel virus outbreak and to children of essential employees who died from such viruses. The scholarships cover tuition, mandatory fees, and non-tuition costs of attendance, up to the total cost of attendance determined for federal Title IV student financial aid purposes. The commissioner will set rules for who qualifies as an essential employee.
