The "access for all act" removes the requirement for in person attendance at public meetings by community boards in a city with a population of over one million. Community boards in such cities can conduct meetings through videoconferencing. The act also allows community boards to establish written procedures for member and public attendance to fulfill quorum requirements. The act takes effect immediately.
