New York A00690 amends the agriculture and markets law to increase the potential prison term for aggravated cruelty to animals from two to four years if committed in the presence of a child. The bill defines "in the presence of a child" as being in the physical presence of a child under the age of eighteen, knowing or having reason to know that the child is present and may see or hear the act. The change in law takes effect 180 days after the bill becomes law.
