Provides that restaurants may provide single-use plastic straws to customers when explicitly requested by the customer; prohibits single-use plastic.

This bill amends the environmental conservation law to restrict the use of single-use plastic straws and stirrers in restaurants. Restaurants may only provide single-use plastic straws if explicitly requested by the customer, and they must not inquire about the reason for the request. Single-use plastic stirrers are prohibited. Restaurants can offer non-plastic alternatives, such as paper, sugar cane, bamboo, or compostable materials. Restaurants providing compostable straws or stirrers must have access to curbside collection of food waste for composting.
