Directs state agencies to develop a growth plan to increase participation of minority- and women-owned businesses in state contracts and subcontracts.

The bill amends the executive law to require contracting state agencies to develop a three-year growth plan aimed at increasing participation of minority- and women-owned businesses in state contracts and subcontracts. The growth plans must include an analysis of discretionary buying, the percentage of purchases awarded to these businesses, and strategies to improve their capacity to participate in additional contracts. Every three years, agencies must submit these plans as part of their annual reports to the governor and legislature.
