New York A00295 amends the executive law and public authorities law to prohibit state departments, offices, agencies, and authorities from imposing any fees, surcharges, or taxes on New York state residents or businesses without specific authorization and approval from the state legislature. Any existing fees, surcharges, or taxes imposed without legislative approval prior to the effective date of this act will be prohibited from further imposition and collection after January 1 of the following year.
