New York A00049 amends the general municipal law, general city law, town law, and village law to mandate that municipalities determine whether it is in the public interest to create and periodically update a comprehensive plan to address housing needs. Municipalities without a comprehensive plan must develop one by January 1, 2030. Those with plans older than ten years must revise them. The plans must be filed with the appropriate local and county offices.
