New York A00040 amends the public authorities law to set a cap on the amount of St. Lawrence county economic development power that the New York Power Authority can use to generate net earnings. The cap is set at the lesser of twenty megawatts or the amount of St. Lawrence county economic development power that has not been allocated by the authority under the authority-TMED contract for sub-allocations. The authority must deposit net earnings into the northern New York economic development fund at least quarterly.
