Establishing the Task Force on Proactive Review of Audio and Video Recordings on Special Education Buses to study the use of artificial intelligence to proactively review audio and video recordings from special education buses to ensure the safety and security of student passengers; and requiring the Task Force by December 1 2026, to report its findings and recommendations to the Senate Budget and Taxation Committee, the Senate Committee on Education, Energy, and the Environment, and the House Ways and Means Committee.

Requiring the governing board of each institution of higher education in the State and local school systems to designate a Title VI Coordinator to ensure compliance with Title VI of the federal Civil Rights Act of 1964; and authorizing a person alleging discrimination under certain provisions of law to file a complaint with a Title VI Coordinator of a local school system, as applicable.

Establishing the Curbside Voting Pilot Program to test the viability of curbside voting in the State; establishing requirements governing curbside voting; and requiring the State Board to report to the General Assembly on the implementation of the Pilot Program by September 1, 2031.

Altering the reimbursement rate at which health maintenance organizations are required to pay certain nonparticipating health care providers for services.

Providing that reserve funds of a cooperative housing corporation or condominium may be used for purposes other than those specified in the funding plan in an emergency and if the use of funds is approved by an affirmative vote of the members or unit owners having at least two-thirds of the votes in the cooperative housing corporation or the council of unit owners, respectively.

Altering certain educational and experiential qualifications for a license to practice certified public accountancy; etc.

Updating certain provisions of the Blueprint for Maryland's Future that refer to "behavioral health" to be inclusive of "student well-being and human flourishing"; and amending the purposes, membership, and duties of the Maryland Consortium on Coordinated Community Supports to include the furtherance of student well-being and human flourishing.

Requiring the State Board of Education to provide a pathway for individuals who are qualified to be child care teachers, but lack proof of necessary educational attainment, to attest to qualifying educational credentials to be a child care teacher teaching in a child care center.

Prohibiting a licensed health care practitioner from prescribing, dispensing, or administering a cross-sex hormone or otherwise providing cross-sex hormone therapy for the treatment of a mental health diagnoses associated with gender nonconformity, including gender dysphoria, to an individual who is a minor.

Authorizing a licensed real estate broker, a licensed associate real estate broker, or a licensed real estate salesperson to establish nonagency relationships to act as a real estate transaction broker in a residential real estate transaction under certain circumstances; establishing the duties of a transaction broker in a transaction brokerage; requiring the State Real Estate Commission to develop a certain standard consent form for a transaction brokerage; etc.

Requiring each county board of education to ensure that each public school regularly restock dispensers in the women's restrooms at the school with menstrual hygiene products.

Applying certain provisions of law governing the confidentiality of medical records to crisis pregnancy clinics.

Requiring that a court determine custody before awarding child support under certain circumstances; and establishing a conclusive presumption that the application of the child support guidelines would be unjust or inappropriate if the parents mutually assert that the agreement is in the best interest of the child.

Authorizing the County Council of Baltimore County, beginning in 2027, to enact a local law granting the Baltimore County Office of the Inspector General the same authority over Baltimore County Public Schools that the Inspector General has over a department of county government; etc.

Altering certain provisions of law relating to the reporting of child abuse and neglect and the reporting of certain information regarding certain children at risk of harm to require reporting to the Department of Human Services instead of to the local department of social services or the appropriate law enforcement agency; requiring the Department to establish a centralized intake system for reports, assess reports for validity, and assign reports to the appropriate local department to investigate; etc.

Repealing a requirement that for fiscal years 2027, 2028, and 2029 $25,000,000 of the balance of a special fund dedicated to certain land preservation programs be allocated to the General Fund of the State.

Providing that punitive damages may be awarded in a civil action only if the plaintiff proves by clear and convincing evidence that the defendant acted with gross negligence; requiring the State Court Administrator to assess a certain surcharge on a defendant against whom a judgment for punitive damages is entered; requiring the Administrator to deposit money collected from the surcharge into the Blueprint for Maryland's Future Fund; etc.

Requiring each municipality to require voter registration for its elections; and prohibiting an individual from becoming registered to vote in a municipal election if the individual is not a citizen of the United States.

Altering the definition of "fantasy competition" for purposes of provisions of law governing fantasy competitions to include certain competitions; requiring, rather than authorizing, the State Lottery and Gaming Control Commission to impose a $50,000 annual fee for the registration of a fantasy competition operator; requiring the Commission to establish a certain voluntary exclusion program; prohibiting a fantasy competition operator from paying a prize or an award to certain excluded individuals; etc.

Requiring, by September 1 each year, the reporting of certain procurement contracts and memoranda of understanding entered into by certain public elementary and secondary education systems in the State; requiring, by October 1 each year, the State Superintendent to issue a report compiling the required information; and requiring each local school system to make publicly available on the local school system's website certain in-kind services agreements, procurement contracts, and memoranda of understanding.

Establishing the Summer Academy for Mathematics and Service Pilot Program within the Maryland Department of Labor to provide targeted instruction in a 6-week course offered during summer break to eligible students in Charles County who are not proficient in algebra or geometry; requiring the Charles County public school system to implement the Program; and requiring the Department to provide grants to the Charles County public school system for the Program.

Providing that a certain unit owner is responsible for the full cost of repair, replacement, and under certain circumstances, restoration, of certain portions of a condominium if the cause of the damage or destruction to the portion originates from the owner's unit.

Requiring each public school to employ a full-time therapist that provides school-based mental health services to students during the instructional day; and requiring the full-time therapist to be licensed and certified by the State Board of Professional Counselors and Therapists.

Authorizing the Montgomery County Council to adopt, by law, a ranked-choice voting method or an approval voting method for elections for certain local offices.
