Providing that a certain unit owner is responsible for a certain cost of repair or replacement for certain portions of a condominium under certain circumstances; requiring a council of unit owners to inform unit owners annually of certain responsibilities; requiring a certain condominium unit owner to obtain a condominium unit owner insurance policy or a substantially similar property insurance policy for the unit; and requiring a certain insurance policy to include certain provisions.

Establishing a Class B-SEC (small event center) beer, wine, and liquor license in Prince George's County; authorizing the Board of License Commissioners for Prince George's County to issue the license for use in certain small event centers in the county; defining "small event center" as a venue that operates on a per-event basis or on a limited schedule without standard daily hours of operation; limiting the number of Class B-SEC licenses that the Board may issue per license year and per State legislative district; etc.

Authorizing all counties, rather than only certain counties, to honor certificates of guarantee that are issued by certain associations or on behalf of certain contractors in order to satisfy certain county bond requirements; and providing that a county is not required under certain provisions of law to honor certain certificates of guarantee.

Extending the time period during which a certain method is used to calculate compensatory education enrollment through fiscal year 2028; repealing a termination date for the use of funds under the Concentration of Poverty Grant Program for the purpose of providing certain programs; altering the qualifications for an initial teacher certificate; requiring the State Department of Education to suspend operation of the Expert Review Team Program during the 2026-2027 school year; etc.

Requiring the governing body of Washington County and of a municipal corporation in Washington County to grant a 100% property tax credit against the county and municipal corporation property tax imposed on certain real property owned by Platoon 22, Incorporated, and used to provide housing to veterans; and applying the Act to all taxable years beginning after June 30, 2026.

Requiring the Department of Housing and Community Development to study and make recommendations regarding laws to require certain local jurisdictions to allow certain residential or mixed-use developments as permitted use on certain parcels or lots zoned for commercial use; and requiring the Department to report its findings and recommendations to the Governor and the General Assembly by December 1, 2026.

Establishing in Carroll County a Class 1 distillery on-premises consumption permit; authorizing the Board of License Commissioners for Carroll County to issue the permit to a holder of a Class 1 distillery license; authorizing the holder of a permit to sell, prepare, and serve certain food, nonalcoholic beverages, and alcoholic beverages for on-premises consumption; and authorizing the holder of the permit to use the licensed premises for events.

Establishing the Commission on the House of Reformation and Instruction for Colored Children to research the history, operations, and resident deaths at the House of Reformation and Instruction for Colored Children and provide a complete and public accounting of the children who died and were buried on the grounds; and requiring the Commission to submit a final report to the Governor and General Assembly by December 31, 2029.

Adding a substitute member to the Board of License Commissioners for Garrett County; establishing a certain special event permit that the Board may issue to a holder of a Class 3 winery license or a Class 4 limited winery license; establishing certain additional requirements for certain holders of certain licenses with a catering option and for the holder of a certain caterer's license; requiring a certain statement on an alcoholic beverages license application about the citizenship status of an applicant; etc.

Implementing the federal Workforce Pell Grant Program in the State through which Pell Grants may be awarded to students enrolled in a certain short-term program; requiring the Governor, after consultation with certain entities, to determine whether to approve short-term programs as eligible for Pell Grant funds subject to certain requirements; requiring a certain registered apprenticeship program to include certain components in the curriculum; etc.

Requiring, beginning in 2026, the Maryland Department of Health to conduct the in-State cost-of-dispensing survey at least every 3 years; and requiring by December 1 each year in which the survey is required, the Department to report the survey results to the General Assembly.

Requiring the Governor to include in the annual budget bill, for fiscal year 2027 and each fiscal year thereafter, a minimum appropriation for the Office of the Long-Term Care Ombudsman from certain money remitted by managed care organizations and, under certain circumstances, general funds.

Requiring a hospital to conduct screening on a patient presenting at an emergency department of the hospital to determine whether the patient has an emergency pregnancy-related medical condition; establishing requirements and prohibitions related to the treatment and transfer of a patient who has an emergency pregnancy-related medical condition; requiring a hospital to allow the termination of a pregnancy in certain circumstances; etc.

Authorizing the Circuit Administrative Judge of the Fourth Circuit to establish a Truancy Reduction Pilot Program in the juvenile court in Washington County.

Altering the eligibility criteria for the Maryland Police Officers and Probation Agents Scholarship Program to include correctional officers.

Requiring the University System of Maryland to develop, in consultation with the State Department of Education and the Maryland Higher Education Commission, certain recommendations for a Southern Maryland Early college Teacher Pathway Program and a teacher preparation pathway in a certain manner; and establishing the Southern Maryland Early College Teacher Pathway Program Workgroup to develop recommendations for the Program and report by June 30, 2029 to certain committees of the General Assembly.

Requiring each county board of education to develop and implement, by the 2027-2028 school year, a policy prohibiting the use of certain electronic communication devices by a student during the academic school day; and prohibiting the policy from restricting the use of an electronic communication device for purposes of accommodations related to a disability, including for any purpose in a student's individual education program, to address a documented health issue, to access language translation tools, or to meet caregiving responsibilities.

Allowing a credit against the State income tax for certain retirement income attributable to an individual's employment as a 9-1-1 specialist; and requiring the Department of Emergency Management to report to the Governor and the General Assembly by December 1, 2028, on the number of retired 9-1-1 specialists who were issued a tax credit under the Act and the number of specialists employed in the State who have vested under a certain employee retirement system.

Requiring, by January 1, 2028, each health care facility that performs surgical procedures to adopt and implement policies that require the use of a smoke evacuation system during a surgical procedure that may generate surgical smoke.

Requiring the Maryland Medical Assistance Program and certain insurers, nonprofit health service plans, and health maintenance organizations to provide coverage for screening for perinatal behavioral health conditions at certain times; requiring the Maryland Department of Health to identify certain screening tools and to assist certain health care providers with accessing resources and referral services related to screening for perinatal behavioral health conditions; etc.

Prohibiting local correctional facilities from taking certain actions related to immigration enforcement, subject to certain exceptions; prohibiting law enforcement agents from taking certain actions related to immigration enforcement, subject to certain exceptions; prohibiting State and local correctional facilities from taking certain actions against an individual based on a certain immigration status of the individual or any other person; requiring employees and agents of State correctional facilities to provide certain notice; etc.

Authorizing the Mayor and City Council of Baltimore City and the governing body of a county or municipal corporation to grant, by law, a credit against the county or municipal corporation property tax imposed on a commercial building that is rented or rented to own at fair market value to a small business if the commercial building is located in a designated arts and entertainment district, a Main Street Maryland community, a designated Baltimore Main Street, or any other designated business improvement district.

Requiring the student attendance policy of each county board of education to include a provision allowing an excused or discretionary absence for a public school student participating in civil engagement activities; and clarifying that civic engagement includes testifying virtually or in person at a hearing of a legislative body, meeting with members of the legislative body, contributing to the consideration, development, or implementation of policy issues, or participation in the Maryland General Assembly Page Program.

Altering the definition of "nonprofit housing corporation" for purposes of eligibility for an exemption from real property taxes and special assessments of the State or a political subdivision; exempting certain real property owned by certain subsidiary entities of a certain nonprofit housing corporation from taxes and special assessments of the State or a political subdivision; etc.
