Maryland SB978 amends the definition of "supervisory employee" in community colleges to clarify who is excluded from collective bargaining. The bill specifies that a supervisory employee is one who has authority to hire, transfer, suspend, lay off, recall, promote, discharge, assign, reward, or discipline employees, directs employees for more than 50% of their working hours, and addresses and resolves employee complaints. It excludes department heads and certain employees from this definition. The changes take effect July 1, 2026.
