Maryland SB956 revises the procedures for handling unpaid video tolls and civil penalties by the Maryland Transportation Authority. The bill allows the Authority to refer delinquent accounts to the Central Collection Unit if the unpaid tolls exceed $300, were assessed within a 30-day period, or if mitigating factors exist. The Authority can also waive any portion of the video toll or civil penalty on a delinquent account, in which case it must notify the Central Collection Unit of the revised debt amount. The changes in the bill take effect on October 1, 2026.
