Maryland SB828, also known as the Federal Obligations Enforcement Act, empowers the state to withhold payments to the federal government if it is found to be delinquent in federal funds owed to the state. The Central Collection Unit of the Department of Budget and Management is responsible for collecting these delinquent federal funds. The Comptroller may also withhold certain payments to the federal government for delinquent federal funds referred by the Central Collection Unit.
