A local licensing board can issue this license to a tobacconist if certain conditions are met, such as the sale of at least 70% of total daily receipts from premium cigars, pipe tobacco, and related accessories. The license exempts the holder from the Clean Indoor Air Act and allows customers to consume alcohol brought to the premises. The license holder must submit an annual report to the Alcohol, Tobacco, and Cannabis Commission.
