Maryland SB604 amends state law to prohibit discrimination in adoption, foster care, and public services based on race, sex, disability, age, sexual orientation, gender identity, and other characteristics. Exceptions are made for distinctions based on sex or age as authorized by statute, religion when necessary to protect the religious heritage of a minor, and disability when necessary to provide comparable aid, care, services, or benefits. The prohibitions do not apply if discriminatory practices are authorized by another law. The bill takes effect October 1, 2026.
