Maryland SB463 amends the Annotated Code of Maryland to remove the authority for municipalities to prohibit vagrancy. The bill retains the ability of municipalities to establish fire departments and police forces, provide for the removal of fire hazards, prevent the discharge of firearms or other explosive instruments, and enforce ordinances relating to disorderly conduct and nuisances. The changes take effect October 1, 2026.
