Maryland SB450 modifies the issuance and renewal of commercial licenses and permits in Carroll County. The Carroll County Office of Permits and Inspections cannot deny a commercial permit or license for unpaid personal property taxes if the applicant submits evidence of a dispute over the amount owed. Additionally, the office can issue or renew a permit if the applicant provides evidence of payment for any previously unpaid personal property taxes. This law applies specifically to Carroll County and takes effect October 1, 2026.
