Maryland SB296 mandates that children arrested, convicted, or awaiting trial on criminal charges cannot be detained or confined in any institution where they have contact with or come within sight or sound of incarcerated adults. Exceptions allow temporary holding in adult facilities if the child is separated by sight and sound from incarcerated adults and held for no more than 24 hours. The bill also prohibits transporting juveniles together with adults charged or convicted of crimes unless the court has waived jurisdiction and the child is being tried as an adult.
