Maryland SB279 amends the Business Regulation Article to allow the Baltimore City Council to enact and the Mayor of Baltimore City to enforce local laws regulating the sale and distribution of cigarettes, other tobacco products, and electronic smoking devices. These local laws must be at least as stringent as state provisions. The bill excludes the issuance of licenses and the imposition of taxes on cigarettes under the Tax – General Article. The changes will take effect on October 1, 2026.
