HB982

Higher Education - Tuition Exemption for Foster Care Recipients - Eligibility

Chamber Passed·4/9/26

Maryland HB982 exempts foster care recipients and homeless youth from paying tuition at public higher education institutions.

Maryland HB982 establishes tuition exemptions for foster care recipients and homeless youth at public institutions of higher education. A foster care recipient is defined as someone who resided in an out-of-home placement on their 18th birthday or at high school graduation, or who was in such placement for at least a year and was placed into guardianship, adopted, or reunited. The exemption applies if the individual is enrolled before reaching a certain age, is pursuing a vocational certificate, associate’s, or bachelor’s degree, and has filed for federal and state financial aid.
