Altering the membership of the State Board of Education to include an educational support member who is actively working in a public school as a noncertificated, nonsupervisory public school employee; providing for the qualifications, term, powers, and election of the new member; and altering the number of members required to affirmatively vote for the State Board to take an action on certain matters.
