Maryland HB815 proposes an amendment to the Maryland Constitution to change Cecil County Council and Board of Education elections to single-member districts. This bill requires the election of a member of the Cecil County Board of Education from a county council residency district decided by a plurality of the votes cast within that district. The amendment will be submitted to the qualified voters of the State at the next general election in November 2026. If adopted, the change will take effect October 1, 2031.
