Maryland HB551 repeals certain prohibitions relating to drug paraphernalia and controlled paraphernalia. The bill removes the definitions and restrictions on items used for manufacturing, compounding, converting, producing, processing, or preparing a controlled dangerous substance, as well as equipment for injecting, ingesting, inhaling, or otherwise introducing a controlled dangerous substance into the human body. The changes apply to substances other than cannabis. The act shall take effect October 1, 2026.
