Maryland HB466 amends civil actions for motor vehicle accidents involving vulnerable individuals by applying comparative negligence rules. Under this bill, a vulnerable individual's recovery may not be barred due to their negligence unless their negligence was a proximate cause of their injury and greater than the combined negligence of all defendants. Damages awarded will be diminished in proportion to the plaintiff's negligence. This Act applies only prospectively and takes effect October 1, 2026.
