Maryland HB228 makes it illegal to slaughter racehorses for commercial purposes, including for human or animal consumption. It also prohibits purchasing, selling, transferring, offering for sale, importing into the state, or transporting a racehorse if the person knows or reasonably should know that the racehorse will be slaughtered for commercial purposes. The State Racing Commission and the State Department of Agriculture can revoke or suspend licenses for violations. Fines collected for violations are distributed to the racing Special Fund.
