Maryland HB18 sets forth minimum payment requirements for transportation network operators by transportation network companies. Starting July 1, 2026, transportation network companies must pay operators a minimum of $1.66 per mile and $0.40 per minute, with additional payments for wheelchair accessible vehicles and a flat rate of $5.00 per trip. Operators must also receive at least 80% of any cancellation fees charged by the company. These minimum payments are subject to annual adjustments based on the Consumer Price Index for All Urban Consumers.
