Amend KRS 527.010 to define "domestic abuse offense," "domestic violence protective order," and "physical force"; create new sections of KRS Chapter 527 to create the crimes of possession of a firearm by a convicted domestic abuser and possession of a firearm by the subject of a domestic violence protective order; require the surrender of firearm by individuals subject to protective orders or convicted of specified crimes; amend KRS 403.740 and 456.060 to require courts to inform the subject of a domestic violence order or an interpersonal protective order of the firearm possession prohibition.

Create a new section of KRS 186.400 to 186.640 to establish the circuit clerk as the representative of the Transportation Cabinet for accepting applications for operator's licenses, instruction permits, and personal identification cards and issuing temporary credentials; establish duties of the circuit clerks; amend KRS 186.531 to set forth the distribution of fees for operator's licenses, instruction permits, and personal identification cards; amend various sections of KRS 186.400 to 186.640 to conform; amend KRS 27A.052, 116.0452, 116.0455, 116.085, 186.010, 186.014, and 189A.340 and various sections of KRS Chapter 281A to conform; EFFECTIVE July 1, 2027.

Amend KRS 413.249 to remove the statute of limitations for civil actions arising from childhood sexual assault or abuse.

Amend KRS 139.010, relating to the sales and use taxes, to define terms; amend KRS 139.480 to exempt from sales and use tax the sale or purchase of baby bottles, baby wipes, breast pumps, breast pump collection and storage supplies, breast pump kits, diapers, incontinence products, and menstrual discharge collection devices; apply to sales or purchases made on or after August 1, 2026, but before August 1, 2030; require the Department of Revenue to report annually to the Interim Joint Committee on Appropriations and Revenue the total exemptions claimed for the previous fiscal year; amend KRS 131.190 to allow the Department of Revenue to report to the Legislative Research Commission.

Direct the Transportation Cabinet to designate a portion of Kentucky Route 338 in Boone County as the Kenny Brown Memorial Highway.

Amend KRS 64.185 to establish a salary schedule for coroners; require the Department for Local Government to certify the population group within the salary schedule and the years of service for each coroner assuming office; provide for adjustments to compensation based on the consumer price index; allow additional compensation for training courses completed; require all coroners to be considered full-time and prevent any reduction of salary based on hours worked; EFFECTIVE January 4, 2027.

Amend KRS 16.220 to require the destruction of confiscated firearms; amend KRS 45.777, 147A.002, 500.090, 500.093, and 514.065 to conform.

Amend KRS 158.832 to include intranasal epinephrine to list of medications used to treat anaphylaxis; amend KRS 158.836 to include intranasal epinephrine as permissible for schools to keep.

Amend KRS 61.848 to establish that any formal action of a public agency is voidable by a court if there was not substantial compliance with statutes regarding video teleconferencing of meetings, recording of minutes, and conditions for attendance.

Create a new section of KRS Chapter 365 to define “prohibited advertisement” and “solicit”; prohibit a person from soliciting residential property owners with a prohibited advertisement, offering value in exchange for inspecting residential property owner's roof, offering value in exchange for making an insurance claim for damage to the residential property owner's roof, and providing an agreement authorizing repairs to a residential property owner's roof pursuant to a property insurance claim without providing a good-faith estimate of itemized and detailed cost of services.

Create a new section of KRS Chapter 431 to define terms; provide that a person shall not be eligible for pretrial release until he or she can provide proof of citizenship or that he or she is lawfully permitted to be in the United States; provide that a person shall not be held for longer than 48 hours due to his or her inability to provide proof of citizenship or permission to be in the United States; require a law enforcement agency, jail, or regional jail that has custody of a person who cannot provide proof of citizenship or that he or she is lawfully permitted to be in the United States to immediately notify the United States Department of Homeland Security to determine if the person is a citizen, lawfully permitted to be in the United States, or subject to a United States Immigration and Customs Enforcement detainer; provide that the lack of proof of citizenship or permission to be in the United States shall be considered when completing a pretrial risk assessment.

Create a new section of KRS Chapter 100 to define terms; allow multi-unit dwellings and mixed-use developments as permitted uses in commercial zones; prohibit a planning unit from adopting or enforcing regulations that do not allow multi-unit dwellings and mixed-use developments in commercial zones, impose requirements on multi-unit dwellings or mixed-use developments more restrictive than other uses in a zone, or require certain parking restrictions on multi-unit dwellings or mixed-use developments.

Amend KRS 258.005 to define "veterinarian" and "veterinary technician"; amend KRS 258.015 to require that a Kentucky-licensed veterinary technician authorized to vaccinate a dog, cat, or ferret against rabies be under the direct supervision of a veterinarian that is located on the premises of the facility.

Amend KRS 304.17-316 to define "breast examination"; provide for annual mammogram coverage for persons ages 40 to 49 years; eliminate cost sharing for any covered breast examination; provide for construction of section; create a new section of Subtitle 17A of KRS Chapter 304 to define terms; require health benefit plans to provide coverage of preventive screenings for the detection of breast cancer for certain individuals; establish requirements for coverage; provide for construction of section; amend KRS 164.2871 and 18A.225 to require self-insured state postsecondary education institution group health plans and the state employee health plan to comply with breast examination coverage requirements; apply sections to health insurance policies, plans, certificates, and contracts issued, renewed, or delivered on or after January 1, 2027; EFFECTIVE January 1, 2027.

Create a new section of KRS 16.505 to 16.652 to change the retirement benefits for members participating in the State Police Retirement System (SPRS) or in a hazardous position in either the Kentucky Employees Retirement System (KERS) or County Employees Retirement System (CERS) who are hired after January 1, 2014, but before January 1, 2027, so that, in lieu of continued participation in the hybrid cash balance plan (Tier 3 benefits), these members receive the benefits provided to members in a hazardous position who began participating immediately prior to January 1, 2014 (Tier 2 benefits); for those eligible hazardous employees, create a presumption that service credit in a hazardous position earned after January 1, 2014, is service credit earned immediately prior to January 1, 2014; for eligible hazardous members transitioning to Tier 2, require that accumulated contributions in the hybrid cash balance plan remain in the member’s account, but any employer credit be transferred to the retirement allowance account; allow a member in a hazardous position subject to a change from Tier 3 to Tier 2 benefits to make a one-time election to opt out of the change of benefits within 30 days; establish exclusions; amend KRS 16.576, 16.577, 16.578, 16.582, 61.546, 61.552, 61.597, 61.615, 78.5512, 78.5514, 78.5524, 78.5528, and 78.616 to grant to members in a hazardous position who begin participating after January 1, 2027, or whose participation is presumed under Section 1 of this Act to begin immediately prior to January 1, 2014, the same benefits provided to members whose participation began immediately prior to January 1, 2014 (Tier 2 benefits), including death and disability benefits, benefit factors and service credit that includes service credit for unused sick leave, and eligibility for early retirement and service purchases; make technical corrections; amend KRS 16.583 and 78.5516 to limit the hybrid cash balance plan (Tier 3 benefits) only to members participating in SPRS or in hazardous positions in KERS or CERS who make an election to opt out of Tier 2 benefits under Section 1 of this Act or who make an election, prior to the effective date of the Act, under KRS 61.5955; amend KRS 61.5955 to provide that only a member in a nonhazardous position who began participating in KERS or CERS as a Tier 2 member may elect to receive Tier 3 benefits in the hybrid cash balance plan in lieu of Tier 2 benefits; amend KRS 16.505, 61.510, and 78.510 to amend definitions of various terms to conform and make technical changes; amend KRS 16.560, 61.575, and 78.640 to allow interest credited on the accounts of members participating in SPRS or in a hazardous position in KERS or CERS to be adjusted to conform; amend KRS 61.592 and 78.5520 to exempt only hazardous members who opt out of receiving Tier 2 benefits from eligibility for an employer payment to convert nonhazardous service to hazardous service; amend KRS 61.680 to require that a member who is eligible under Section 1 of this Act and who has nonhazardous service credit as a Tier 3 member of either KERS or CERS to have his or her nonhazardous and hazardous service consolidated to determine eligibility and benefits; amend KRS 78.545 to add Section 1 of this Act as one of the provisions that shall be administered for the CERS in the same manner as for the KERS.

Create a new section of KRS Chapter 141 to establish the qualified home modification credit against the tax imposed in KRS 141.020; amend KRS 141.0205 to order the credit; amend KRS 131.190 to allow the Department of Revenue to report on the credit.

Amend KRS 141.019, relating to income tax, to define "professional membership dues" and "union dues"; allow a deduction from gross income for union dues and professional membership dues paid for taxable years beginning on or after January 1, 2027, but before January 1, 2031, and require the Department of Revenue to annually report information about this deduction to the Legislative Research Commission; amend KRS 131.190 to allow the department to report on the exclusion.

Amend KRS 620.140 to expand the ability for a dependent, neglected, or abused youth to request to have his or her commitment extended or reinstated beyond the age of 18.

Create new sections of KRS Chapter 198B to define terms; establish licensing for roofing contractors under the Department of Housing, Buildings and Construction; prohibit any persons not licensed under the department from holding himself or herself out as a roofing contractor; allow the department to issue roofing contractor licenses, promulgate administrative regulations, and implement disciplinary actions; establish applicant requirements and fee limitations; establish a fine and potential misdemeanor incarceration for violations; create the roofing contractors fund.

Amend KRS 220.510 to establish controls for sanitation districts when charging fees, taxes, or other charges to property owners or to other persons for the provision of services; affirm a cause of action when a person is charged for sewer services, but has not received service within 5 years of the plan approval date; provide that the Act may be cited as the Ensuring Fair Sewer Charges Act.

Create a new section of KRS Chapter 100 to define "duplex"; allow duplexes as a permitted use in all residential zones; prohibit a planning unit from adopting or enforcing regulations that would exclude duplexes in residential zones or impose requirements or fees on duplexes different than those for single-family homes.

Propose to create a new section of the Constitution of Kentucky to create spending limits and restrictions on imposing new taxes, tax rate increases, fees, or extension of expiring taxes; provide ballot language; submit to voters for ratification or rejection.

Create a new section of KRS Chapter 360 to define "medical debt"; establish a maximum interest rate of 3% on medical debt; amend KRS 360.020 to expand the civil penalty for excessive interest on medical debt; amend KRS 360.040 to establish a maximum interest rate of 3% on judgments rendered in an action to collect medical debt; make technical amendments; amend KRS 216B.250 to conform.

Create a new section of KRS Chapter 164 to declare findings; set mandated annual varsity athletic game requirements for the University of Kentucky, the University of Louisville, Eastern Kentucky University, Kentucky State University, Morehead State University, Murray State University, Northern Kentucky University, and Western Kentucky University in various sports; ensure existing contracts of public postsecondary institutions are not violated.
