Declares November 12, 2026 as Genetic Counselor Appreciation Day in the State of Illinois. Recognizes that the sequencing of the human genome is one of the most significant scientific accomplishments of the past hundred years and expresses support for genetic counselors, who are using this research to improve the lives of many throughout the State.

Affirms that the State's fallen heroes are deserving of a public memorial honoring the sacrifice they made.

Encourages airlines to ensure seating practices do not discriminate against or unduly burden passengers with disabilities or health-related needs, and that reasonable accommodation not be treated as a premium add-on. Urges greater pricing and seating transparency, including clear disclosure of seat dimensions and legroom at the time of ticket purchase, so consumers can make informed travel decisions without surprise fees.

Urges all federal agencies, including U.S. Immigration and Customs Enforcement, to refrain from conducting civil immigration enforcement operations at or near locations where voting or election administration is taking place. Reaffirms the constitutional and statutory obligations of all uniformed military personnel to obey only lawful orders, to protect the Constitution of the United States, and to reject any directive that violates the rights of the people or the rule of law.

Urges State agencies, local governments, and developers to prioritize renewable-energy and infrastructure projects on non-agricultural lands whenever practicable and to minimize impacts on prime farmland and farmland of statewide importance. Supports renewable-energy siting practices that protect soil health, drainage infrastructure, and long-term agricultural productivity, including appropriate decommissioning and land-restoration standards. Encourages transparent decision-making and meaningful community engagement to ensure that agricultural landowners and rural communities are protected from unintended long-term harm.

Creates the Isolated Confinement Restriction Act. Provides that the Act may be referred to as the Nelson Mandela Act. Provides that a committed person may not be in isolated confinement for more than 10 consecutive days. Provides that a committed person may not be in isolated confinement for more than 10 days in any 180-day period. Provides that the provision of basic needs and services, such as nutritious food, clean water, hygiene supplies, clothing, bedding and mattress, religious materials, legal materials, access to grievance forms, and access to medical and mental health, shall not be restricted as a form of punishment or discipline for committed persons in isolated confinement. Provides that a committed person in protective custody may opt out of that status by providing informed, voluntary, written refusal of that status. Provides that a committed person shall not be placed in isolated confinement if the committed person: (1) is 21 years of age or younger; (2) is 55 years of age or older; (3) has a disability as defined in the Americans with Disabilities Act of 1990; or (4) is pregnant or postpartum. Provides that nothing in the Act is intended to restrict any rights or privileges a committed person may have under any other statute, rule, or regulation. Amends the Unified Code of Corrections to make conforming changes. Effective immediately.

Endorses Taiwan's efforts to secure the signing of a Bilateral Trade Agreement (BTA) and the Avoidance of Double Taxation Agreement (ADTA) with the United States. Supports the further strengthening of a closer economic and trade partnership between the State of Illinois and Taiwan with multiple possible approaches, including signing an economic and trade memorandum of understanding, exploring the possibility of establishing an Illinois Office in Taiwan, and sending Illinois high-level officials to visit Taiwan without being threatened by any adversary forces. Supports Taiwan's meaningful participation in international organizations, which impact the well-being of the peoples of Taiwan, the State of Illinois, the U.S., and the world. Opposes any distortion or misuse of UNGA Resolution 2758 to attempt to deny Taiwan's aspiration to make contributions in international societies.

Amends the Small Business Job Creation Tax Credit Act. Renews the program for incentive periods beginning on or after July 1, 2025 and ending on or before June 30, 2032. Removes language concerning the Put Illinois to Work Program for the second series of incentive periods. Provides that the term "full-time employee" means an individual who is employed for a basic wage for at least 35 hours each week (currently, employed for a basic wage for at least 35 hours each week or renders any other standard of service generally accepted by industry custom or practice as full-time employment). Provides that a net increase in the number of full-time Illinois employees shall be treated as continuous if a different new employee is hired as a replacement within 8 weeks after the position becomes vacant (currently, a reasonable time). Effective immediately.

Requires rates in subsequent State fiscal years to be no lower than the rates put into effect upon federal approval. Provides that in order for a provider of in-home services to be eligible to receive the $33.92 rate, the provider must pay a minimum wage of $20.75 per hour to all direct service workers employed by the provider. Requires providers of in-home services to certify to the Department on Aging that they remain in compliance with the mandated wage increase for direct service workers. Requires each provider of in-home services to submit cost reports to the Department consistent with a specified administrative rule in order to be eligible for the $33.92 rate for in-home services. Provides that fringe benefits shall not be reduced in relation to the described rate increases. Requires the Department, beginning January 1, 2027, to ensure that each in-home service provider spends a minimum of 79% of the total payments the provider receives for home care aide services it furnishes under the Community Care Program on total compensation for direct service workers who furnish those services. Requires annual direct service worker cost reports from providers; and requires the Department to amend existing rules on financial reporting and minimum direct service worker costs to reflect the increase in the direct service worker spending requirement from 77% to 79%.

Urges State agencies, local governments, educational institutions, community-based organizations, farmers, workers, and small businesses to pursue new and expanded urban-rural partnerships that connect disproportionately impacted urban communities and rural communities through equitable food systems, workforce development, and local economic investment. Encourages education, outreach, and technical-assistance initiatives that promote agricultural literacy, food-system careers, entrepreneurship, and cross-regional understanding, with particular attention to disproportionately impacted urban communities and historically underserved rural areas. Supports policy frameworks that strengthen local and regional food infrastructure, protect farmland, expand urban agriculture in disproportionately impacted urban communities, improve market access, and address food-access gaps in both urban and rural communities. Urges policymakers at all levels to reject false divisions between urban and rural Illinois and instead pursue inclusive, data-driven, and community-informed solutions that recognize collaboration and partnership as essential to the State's food security, economic resilience, and shared prosperity.

Provides that the definition of "child" has the meaning set forth in the Workers' Compensation Act. Amends the Line of Duty Compensation Act to add a similar definition. Effective immediately.

Amends the Unified Code of Corrections. Creates the End-of-life Care Peer Support Program. Provides that the program is available to terminally ill persons committed to the Department of Corrections. Provides that the program shall be administered by the Department of Corrections in partnership with certain health care providers. Provides that individual patients may accept or decline care or participation in the program. Provides that individual patients shall define the scope of peer support, including the option to opt out of certain aspects of support. Provides that patient care plans shall be developed with the individual patient, the patient's peer support attendants, and the interdisciplinary team. Provides that participating patients shall be subject to the least restrictive security measures possible, with access to comfort items such as blankets, memorabilia, music, and books. Provides that participating patients shall have the following rights: (1) the right to dignity, privacy, respect, and culturally competent care; (2) the right to request peer support services; (3) the right to refuse services; and (4) the right to request family visitation. Provides that all participants in the program, including patients and peer support attendants, shall have access to grief counseling and mental health care services as needed. Provides that the program shall be funded through: (1) the Individual Benefit Fund; (2) direct appropriations from the General Revenue Fund; and (3) federal appropriations if applicable.
Amends the Unified Code of Corrections. Creates the End-of-life Care Peer Support Program. Provides that the program is available to terminally ill persons committed to the Department of Corrections. Provides that the program shall be administered by the Department of Corrections in partnership with certain health care providers. Provides that individual patients may accept or decline care or participation in the program. Provides that individual patients shall define the scope of peer support, including the option to opt out of certain aspects of support. Provides that patient care plans shall be developed with the individual patient, the patient's peer support attendants, and the interdisciplinary team. Provides that participating patients shall be subject to the least restrictive security measures possible, with access to comfort items such as blankets, memorabilia, music, and books. Provides that participating patients shall have the following rights: (1) the right to dignity, privacy, respect, and culturally competent care; (2) the right to request peer support services; (3) the right to refuse services; and (4) the right to request family visitation. Provides that all participants in the program, including patients and peer support attendants, shall have access to grief counseling and mental health care services as needed. Urges the State of Illinois to make needed investments in Illinois workplaces to decrease burnout, increase workplace happiness, and recognize that a portion of the productivity gains the United States has seen should result in less work for all. Urges pilot programs to be established to promote, incentivize, and support the use of a 4-day workweek by qualifying employers and to study the benefits and effects of a 4-day workweek on participating employees and employers and to promote and support the use of a 4-day workweek for employees of the State of Illinois.

Affirms that these observances serve as a solemn counterpart to Illinois Military Appreciation Month, ensuring that we both honor those who continue to serve our communities and remember those who made the ultimate sacrifice.
