States that these recommendations should propose revisions to architectural guidelines and outline procedures for incorporating public input into design decisions. States that if, before submitting these recommendations, the Administrator of the Capital Development Board proposes approving a new building design that does not align with this policy, the Administrator should notify the Governor at least 30 days prior to final approval and provide a justification for the design.
